Kyoto has a new anti-parking sticker.
Crews of men roam the city and attach the stickers to bicycles parked illegally.
Those bikes are legion - way fewer than in the past thanks to the city's investing in bicycle parking infrastructure - so each worker carries a wad of the thin plastic stickers.
"Sticker" is not exactly right as they are not affixed but attached to bikes through a hole in the top which is visible in the image at right.
The "I don't read/speak Japanese" (or understand the cartoon) excuse is not valid: on the reverse is an English explanation.
