Sam Schwartz (aka Gridlock Sam at the Daily News), former NYC Traffic Commissioner and president and CEO of the traffic planning and engineering firm Sam Schwartz Engineering DPC, talks about the candidates' visions for fitting more cyclists onto crowded streets and his own proposal for promoting better cyclist behavior.
